What is a Liquor Licensing Risk Assessed Management Plan (RAMP)?
A risk-assessed management plan (RAMP) is a Queensland Government requirement for licensed venues. It’s a document that describes a liquor licensee’s management practices and procedures at their licensed premises.

Risk Assessed Management Plans and your licensed venue
When applying for a liquor licence in Queensland you may be required to develop and have in place a Risk Assessed Management Plan (RAMP).
This RAMP sets out details of how you will:
- serve your patrons (food and drink),
- set maximum hours of operation,
- implement safety and security measures, and
- ensure staff are following all requirements of responsible service of alcohol.

A Risk Assessed Management Plan outlines how a licensee will manage their premises to minimise harm caused by alcohol abuse and misuse.
It is a great tool to use for new staff induction and training and is a document that management should refer to regularly to ensure all elements are up to date with liquor licensing regulations.
Your RAMP must be approved by the Commissioner as part of your application, and you must provide signage in your venue that you have a RAMP and patrons are able to request to read it.
Errors and omissions in your RAMP can delay your liquor license
Be aware that if there are any gaps in your RAMP it may mean a delay in your liquor license application being assessed and approved.
As all new liquor licence applications require a RAMP it is important you have this document researched and prepared by industry specialists so no element is left out, which could halt or delay your application.
You can apply for the RAMP requirement to be waived if you are deemed Low Risk e.g. some cafés and restaurants. It is at the discretion of the Commissioner if this waiver is granted.
