RG Strategic, as the town planning consultants, has just erected the signs for the Public Notification process for the proposed expansion of the beloved Noosa Farmers Market. This process will run for 15 business days, as required by the Planning Act.

“For over 20 years, the Noosa Farmers Market has been a cornerstone of our community, providing not only economic benefits to local farmers and producers but also fostering social interaction and a sense of belonging among residents. This expansion will help us continue to serve our community better and create even more opportunities for connection and growth.” – Shane Stanley, Director of Noosa Farmers Market

What’s New at Noosa Farmers Market?

The proposed expansion aims to enhance the market experience by extending operating hours, increasing the number of stalls, and providing additional parking. These improvements will allow more vendors to showcase their products and make it easier for visitors to enjoy all that the market has to offer.

Extended Hours of Operation

With extended hours, the market will now open earlier at 6 am, accommodating more visitors and giving you extra time to explore and purchase fresh, locally sourced produce. This change is designed to provide flexibility for both early birds and those who prefer to shop later in the day.

More Stalls, More Variety

By increasing the number of stalls, the market will offer a greater variety of goods. From organic fruits and vegetables to artisanal breads and unique handmade crafts, there will be something for everyone. This expansion supports local farmers and artisans, allowing them to reach a wider audience and thrive in our community.

Improved Parking Facilities

To ensure a hassle-free experience, the proposed plan includes the creation of additional parking spaces. This improvement will alleviate parking congestion and make it more convenient for you to visit the market, even during peak times.

Why Support the Noosa Farmers Market?

The Noosa Farmers Market is more than just a place to shop—it’s a vital part of our community. Supporting the market means:

Boosting the Local Economy: By shopping at the farmers market, you are supporting local businesses and farmers, helping to keep our economy strong and vibrant.

Access to Fresh, Quality Produce: The market provides access to fresh, high-quality products directly from the growers, ensuring you and your family enjoy the best nature has to offer.

Building Community Connections: The market is a hub of community activity where you can meet the producers, learn about their farming practices, and connect with your neighbours.

“Expanding the Noosa Farmers Market is a fantastic opportunity to further support our local farmers and artisans, while also enhancing the overall market experience for our community. We are committed to ensuring that these changes meet the needs of vendors and visitors alike.” – Russell Green, Managing Director of RG Strategic

The team of experienced town planners at RG Strategic has submitted a development application for 2 eco-friendly cabins on Tablelands Road, Cooran.

The team meticulously crafted this proposal to align with the natural beauty and ecological values of the site, ensuring minimal environmental impact while promoting sustainable tourism in the Noosa hinterland.

Cabins will be built and positioned to take advantage of the location’s immersive views.

Project Overview

The project entails the construction of two modular cabins, each designed to blend seamlessly with the surrounding landscape. These cabins are situated to avoid environmentally significant areas and maintain good separation from mapped waterways and riparian zones. The cabins are equipped with modern amenities, including a kitchenette, dining area, bed, and ensuite, all designed in a hinterland style to take full advantage of the scenic views.

Key Features

Proximity to Nature Trails: The site is ideally located near the Noosa Trail Network, with Trail 3 running along the frontage and Trail 2 accessible a short distance away. This makes the cabins a perfect retreat for nature enthusiasts and hikers.

Environmental Stewardship: The property is part of the Land for Wildlife program in partnership with Noosa District Landcare. Since purchasing the land, the owners have undertaken extensive rehabilitation planting, including the removal of invasive species and the addition of 150 native trees.

Sustainable Practices: The cabins incorporate rainwater harvesting systems for stormwater management, reducing runoff and promoting water conservation. Effluent is treated on-site with an efficient disposal system, ensuring no harm to the local ecosystem.

“Our team is committed to developing projects that not only meet the needs of our clients but also respect and enhance the natural environment. This development at 486 Tablelands Road exemplifies our dedication to sustainable and eco-friendly planning solutions.” – Russell Green, Managing Director RG Strategic

We are thrilled to announce that RG Strategic has successfully secured town planning approval for Unlocked Fitness Studio’s new Pilates studio at 2/205 Weyba Road, Noosaville. This approval marks a significant milestone in the development of a state-of-the-art Pilates facility, enhancing the fitness offerings in the Noosaville area.

Project Overview

The approved Pilates studio will be housed in an existing building, previously occupied by Trilogy Cycles, with a total internal area of 93m² and an external area of 44m². The project involves no external alterations, focusing instead on repurposing the current space to create a modern and welcoming environment for Pilates enthusiasts.

Key Details

Applicant: Craigvale Pty Ltd

Location: 2/205 Weyba Rd, Noosaville Qld 4566

Zoning: Neighbourhood Centre

Land Area: 93m² (internal), 44m² (external)

Previous Use: Vacant shop

Council Assessment

The Noosa Council assessed the application under the Noosa Plan 2020, focusing on several key areas:

Recreational Activities Code: Ensuring the proposed Pilates studio operates within a scale and intensity consistent with the local area, the studio will function from 5.30am to 10pm, accommodating up to 10 participants per session.

Driveways and Parking Code: The existing parking arrangement, previously adequate for a restaurant and service industry use, is deemed sufficient for the new Pilates studio.

Conditions of Approval

The approval comes with several conditions to maintain the amenity and operational standards of the area:

Operating hours are restricted to 5.30am – 10pm.

Amplified music in outdoor spaces must cease by 7pm.

Service vehicle movements are limited to 7am – 6pm, Monday to Saturday, with no operations on Sundays or public holidays.

Car parking areas must be available at all times for staff and patrons and kept in a tidy and safe condition.

Community and Environmental Considerations

The new Pilates studio aims to complement the existing businesses in the area, including Sum Yung Guys, Springbok Foods, Little Cove Coffee Co., Nisa Thai, and The Bakers Pantry. The studio will offer a high-quality fitness option, enhancing the vibrancy and appeal of the Noosaville neighbourhood.

RG Strategic has submitted a development application for demolishing an existing duplex and constructing a new dual occupancy dwelling at 23 Edward Street, Noosaville.

The project proponents, Edward Street Development Pry Ltd, want to replace the aging duplex and replace it with two modern, architecturally designed three bedroom units.

Due to the demolition required by this project, it is deemed Code Assessable, and RG Strategic prepared a comprehensive report that addressed the merits of the development with regard to the provisions of the Noosa Plan 2020 and other relevant matters as prescribed in the Planning Act 2016.

The street view of the proposed 23 Edwards Street, Noosaville, construction highlights the minimal visual impact the new building will have due to creative design and strategic landscaping.

Medium Density Residential Zone Code,

Dual Occupancy and Multiple Dwelling Code; and

Works Codes including the Waste Management Code and the Water Quality and Drainage Code specifically for demolition

We found the development is appropriate and is not anticipated to impact the amenity of the locality.

Our report illustrated the adherence of the development to Noosa Plan design parameters, including site cover, building height, plot ratio, front setbacks, car parking, landscaping and fencing. We are seeking a minor relation for rear and side setbacks where there is minor encroachment by an eave and entry rooves, respectively.

In relation to the rear setback, we argue that the design complies based on the following:

Does not cause any overlooking of private open space of neighbouring properties as the building is setback greater than the minimum distance required.

No additional noise will emanate from the subject proposal due to the eave as the building is setback greater than the minimum required.

Is setback sufficiently so as not to cause shading of the neighbouring property.

Allows sufficient space for landscaping.

Given the elevation faces west, it is a good built form outcome with no impacts on the surrounding properties.

As for the side entry relation sought, we argue they comply with the Planning Scheme based on the following:

They will not be imposing on the surrounding properties as it is not a bulky structure as it has open sides.

No additional noise will emanate from the site as a result of the roof as pedestrian traffic is directed to this area regardless of if being roofed or not.

The structure is only slightly higher than a site filled fence height and will not obstruct views.

Does not create overlooking of surrounding properties.

Landscaping is proposed in the adjoining garden, noting the structure includes a roof top garden which contributes to the overall green setting of the development.

The proposed development also complies with the intent of the Noosaville Local Plan Code and the relevant Performance and Acceptable Outcomes.

The architects have done a great job in ensuring the built form proposed is harmonious with the Noosaville vernacular and represents a modern riverside design. A traditional roof design has been utilised, as well as generous eaves and garden beds on the second level to suit the subtropical climate of Noosaville. The design details a variety of external materials proposed, including a corrugated iron roof, weatherboard wall cladding and screening battens for vertical and horizontal elements that create visual interest and articulation. The development has also been designed to minimise overlooking nearby properties with strategically located screens and balconies.

We are happy to announce that we have received Development Permit approval for a Material Change of Use for Shop 4, 11 Gibson Road, Noosaville, for a hair salon.

The project proponents, EdwardsAndCo. are already renowned for their salons in Sydney, Melbourne, Byron Bay, Brisbane and the Gold Coast, and now it’s the Sunshine Coast’s turn.

Every Edwards and Co. salon stands out with beautiful decor and fresh open lighting. Each salon has kitchenette facilities, internal bathrooms, large mirrors, and open spaces.

EdwardAndCo’s Noosaville venture will follow the style set by their other salons.

The space will feature an open-plan workspace utilised by stylists for hair cutting, colour processing, washing and treatments.

EdwardsAndCo. salons are known for their exquisite use of the space they occupy. The interior above is from their Brisbane salon.

You find EdwardsAndCo. salons in spaces you’d least expect, and their Noosaville salon is no exception. They always hide their exquisite salons behind the walls of industrial warehouses.

No alteration to the external built form is proposed. The application for a Material Change of Use to establish a Shop use (Code Assessable) comprises a reconfiguration of the internal layout of the existing showroom to accommodate:

6 x cutting basins,

Colour processing table,

Wash and treatment basins,

Staff and storeroom,

Staff and client amenities, and

Kitchenette and client drinks station.

The proposed use represents an appropriate reuse of the existing showroom tenancy.

One aspect of the Change of Use application was outlining how the required car parking ( as per the Noosa Plan 2020) could be accommodated. Per the Plan, EdwardsAndCo. would be required to provide 13 car spaces, where only 6 currently exist.

As part of the application, we outlined how, through the staggered approach to hair salon appointments, and the staggering of natural peak times for the neighbouring business (fitness classes), the car parking on site will meet the needs of the Change of Use.

We highlighted that the Plan also requires motorcycle parking, but as car parking is already developed, and there is no ability to provide additional space for motorcycle spaces, it is considered unwarranted to require the applicant to provide spaces. However, in the new floor plan, the architects have cleverly provided additional scooter and bicycle parking internally.

The floorplan shows open spaces, a feature of EdwardsAndCo salons, and a clever way to get additional motorcycle parking on site.

RG Strategic have had a combined Development Permit approved for 1 Link Crescent, Coolum Beach. The permit covered a Material Change of Use and Operational Works (including operational works civil, landscaping works, stormwater drainage, driveway works and parking) to establish a Low Impact Industry Use for the site.

The subject site is located on the corner of Link Crescent and Quanda Road within the Coolum Industry Park. The site is currently vacant, and no improvements exist on site.

The proposal by development proponents Coolum Beach 2 Pty Ltd comprised a tilt slab building with four industrial tenancies plus a caretaker residence.

Each proposed industrial tenancies contain an open-plan workspace area, mezzanine floor, staff room, toilet and shower, kitchen, and balcony overlooking Link Crescent. The proposed Low Impact Industry Use comprises the following:

1,023m² of gross floor area,

876m² / 52% site cover,

396m² of landscaping,

17 car parking spaces, and

6 motorcycle spaces.

a relaxation of the rear setback requirement, and

RG Strategic’s request for a Minor Change to the Decision Notice of units 7 and 8 at 18 Park Road Noosa Heads has been approved.

The owners of the units want to join and update units 7 and 8 in the building. These units were developed in the early 1980s and were due for some TLC.

The units on the top floor of the complex being combined at Park Road, Noosa Heads.

The application seeks approval for some minor internal and external alterations to the existing units, including:

Joining units 7 and 8 to form one unit by removing an internal dividing wall;

Internal renovation of the unit and furnishings;

Connect the two individual north-facing unit balconies and add a pergola;

Adding a new pergola over the western-facing balcony;

Add new waterproofing to all balconies; and

Replacing windows and doors with new aluminium framed structures.

As this is a Minor Change application, RG Strategic needed to show that the change did not result in a “substantially different” development. We provided comment and evidence on nine separate factors to show the change was not substantially different, including whether the development:

Involved a new use;

Resulted in the application applying to a new parcel of land;

Dramatically changed the built form in terms of scale, bulk, and appearance;

Changed the ability of the proposal to operate as intended;

Removed a component that is integral to the operation of the development;

Significantly impacted on traffic flow and the transport network, such as increasing traffic to the site;

Introduced new impacts or increases the severity of known impacts;

Removed an incentive or offset component that would have balanced a negative impact of the development; or

Impacted on infrastructure provisions

The renovation is primarily internal, and the only external works are pergolas over the existing balconies.

The design replaces existing glazing resulting in an improved external appearance with no amenity impacts on the surrounding units or developments.

The development is minor in nature, is architecturally pleasing and complies with the planning scheme’s relevant Acceptable and Performance outcomes.

Council saw it the same way and approved the change.

RG Strategic has lodged a development application for Unit 1, 8 Venture Drive.

The application is to seek approval for a Development Permit for a Material Change of Use for an Indoor Sport and Recreation use.

The project’s proponents, KX Pilates, plan to convert the existing retail space into a new pilates studio.

As the site is included in a Medium Impact Industry Zone and the Venture Drive Enterprise Precinct, the proposed change triggered a Code Assessment.

The proposed use will be within the existing building within the Venture Drive Enterprise Precinct of the Noosaville Industrial Estate. The existing building is intended to remain unchanged with the exception of a minor internal reconfiguration. The proposed pilates studio will comprise:

46m² of reception area,

96m² of pilates reformer area, including 14 x reformer beds, and

64m² of amenities, storage and office area.

UPDATE: Project Approved

Upon our initial application Council issued a request for further information, which we responded to. The good news now is that the project has final approval and can proceed to the next stage of delivery.

We are currently working on finalising internal designs, progressing hydraulic drawings for the plumbing application, a liquor licence application, and food premises application.

Project Details

RG Strategic lodged a town planning application for the Material Change of Use for 115 Poinciana Avenue, Tewantin, for a food and drink outlet.

The developers are looking to convert the old bank location to a new dining experience within the existing tenancy and a small extension at the rear.

The food and drink outlet, called Nickels and Dimes, will comprise patron tables and seating, kitchen storage, cold rooms and toilets (including disabled) inside the existing building and new kitchen, deck, bin storage and pedestrian access to the rear of the building. It will be a food and drink outlet to be experienced.

Project architects Robinson Architects have proposed a painted vertical timber product for the new kitchen, batten screening and fibre cement sheet, with at-grade and raised garden beds to screen the rear car parking of the neighbouring property. Further raised and vertical landscaping is used to soften an existing extra-large wall of the western neighbour and for ambience for the patrons.

The site has access to all infrastructure that commonly services urban development, including reticulated water and sewerage, underground telecommunication services, overhead electricity supply, street lighting, stormwater drainage, bitumen roadway, and kerb and channelling along the road frontage of the site.

Plans show the redevelopment of the old bank building in Tewantin into a new food and drink venue.

RG Strategic have lodged a town planning application for the Material Change of Use of 52 Peregian Esplanade, Peregian Beach, for a dual occupancy dwelling.

Currently the sloping large site of 830 sqm holds an existing two-story masonry single dwelling. The existing dwelling will be demolished, and a three-storey duplex will replace it on the site.

The application we submitted constitutes a Material Change of Use (Code Assessment) which will encompass the following elements:

Removal of the existing detached dwelling and associated structures;

Development of architecturally designed Dual Occupancy consisting of 1 x 4-bedroom dwelling (unit 1) and 1 x 3-bedroom dwelling (unit 2); and

Basement carparking.

Uniquely, the configuration of the proposed duplex is not side by side, but one unit per floor. Additional development intent includes:

1 x crossover and basement garage for 4 vehicles,

1 x common swimming pool,

Extensive landscaping of the site, including the whole perimeter of the lot.

The proposed plans for the new duplex at Peregian Esplanade will require some relaxations of the Noosa Plan 2020. There is some minor encroachment to setbacks front and rear.

The application is assessable as some design parameters exceed Noosa Plan stipulations, in particular setbacks to the rear and sides.

We have sought a relaxation to the rear boundary setback for the basement, a pergola and a minor variation for a window hood and level 1 eave.

A small arbour is proposed near the front boundary within the front 6m setback.

Importantly, 99% of the development complies with the relevant Acceptable outcomes noting the development is under the permitted gross floor area, site cover and is within the building height in metres prescribed.

The duplex development includes a shared pool and extensive landscaping.

RG Strategic has received approval for an application for a Minor Change and revision of the Conditions of the prior Decision Notice on behalf of the Noosa Yacht and Rowing Club.

The application sought minor changes to the internal layout, including:

The use of the small new deck extension for dining;

Relocating the bar to adjoin the existing kitchen;

Removing the gaming room (poker machines) and replace it with dining, and

Enclosing the rear deck and use the area for storage.

The proposal resulted in an increase of 52m² of Use Area (12m² storage + 40m² deck); however, for the purpose of calculating carparking demand, the total increase in Use area is only 40m² as the storage area is excluded from Use Area.

The approved renovation of the Noosa Yacht and Rowing Club will see pokies make way for more dining space, with the club deciding to remove all pokies from the premises.

RG Strategic drafted the proposal showing the Minor Change is consistent with the intent of the original approval and the Planning Scheme. The proposal resulted in an improved internal configuration and:

The selling of food and drink remains an integrated part of the club, supporting the primary use, which is the active outdoor recreation use of sailing and rowing;

The club is REMOVING ALL GAMING MACHINES from the premises, which results in real benefit to the community;

Provides essential community infrastructure contributing to the social fabric of Noosa;

The whole of the lower floor and surrounding open areas are used for the storage of boats, gear, first aid, change rooms and ablutions;

There will not be any additional noise to that which already exists. The new deck’s location faces the river car parking and Pirate Park, and any noise emanating from the site does not impact any sensitive land uses.

Carparking on site is sufficient for the intended use.

Ever felt like you needed a pick me up? And have you then gone and gotten a haircut and felt a little bit better?

That’s what the proponents of 10 Thomas Street, Noosaville are proposing.

RG Strategic have just submitted a Minor Change Application for the redevelopment of the roof and facade structure of the complex, which is now over 30 years old.

The proposed Minor Change to the existing approval seeks to remove part of the existing roof and replace it with a new contemporary designed roof. The proposal seeks to remove the outdated curved roof areas and replace them with a pitched roof to the ground floor and a fly-over roof that wraps around the central courtyard and into the road reserve. The roof to the upper level is not being replaced – only the curved portion over the entry, which is being replaced with a modern symmetrical architectural element.

While no changes are proposed to the uses or gross floor area, the new design creates a contemporary roof form that retains some of the old charm of the development. Sketchi Architects have designed a structure that brings the complex into the 21st century.
